Best counters for Eevee in OU?

My personal tier list for the current OU metagame - let's debate!

After playing over 500 games this season, here's how I'd rank the top threats:

S Tier (Meta-defining):

Dragonite (Multiscale is broken)

Garchomp (Best overall Pokemon)

Heatran (Incredible defensive utility)

A Tier (Top threats):

Landorus-T

Ferrothorn

Toxapex

Weavile

Volcarona

B Tier (Solid picks):

Gyarados

Magnezone

Clefable

Tapu Lele

Kartana

C Tier (Niche but viable):

Bisharp

Azumarill

Slowbro

Amoonguss

What would you change? I'm sure some of these placements will be controversial!
